Intelligence Diplomacy in the Middle East: Promises and Challenges

Intelligence diplomacy, the act of gathering and sharing intelligence, and the use of intelligence actors and relationships, to support foreign policy and diplomatic goals, is likely to become increasingly prominent amidst a series of flashpoints that threaten to erode regional security further.

Israel and Arab states have continuously deepened their cooperation, including in intelligence sharing, since the ratification of the Abraham Accords in 2020. However, a “Mideast NATO” remains unlikely in today’s geopolitical climate, highlighting both the prospects and limitatations of a regional intelligence partnerships.
